1918年5月29日 進水→1919年3月31日 竣工→1920年、シベリア出兵に参加し船団護衛に従事→1923年9月、関東大震災の救援活動に従事し、横浜で救援物資の揚陸と警備・診療にあたった→1924年3月19日、佐世保港外での基本演習中に第四十三号潜水艦と衝突（潜水艦は沈没）→1941年12月、ウェーク島攻略作戦に参加→1942年6月、ポートモレスビー攻略作戦のため出撃したが珊瑚海海戦の結果作戦は中止された→1943年4月1日、第十一水雷戦隊旗艦となる。1944年3月、東松2号船団の護衛部隊旗艦としてサイパン島への輸送作戦に従事中、雷撃を受け沈没→1944年3月13日、八丈島沖でアメリカ潜水艦サンドランスの雷撃を右舷に受け、後部機械室と罐室が破壊されて航行不能となり、応急修理も及ばず15時36分に沈没。同年5月10日除籍。
天龍と共に日本海軍最初の軽巡洋艦。料理の「竜田揚げ」は当艦の料理長が発明したとする説がある。
